This section contains a more complete and detailed proposal. It breaks the laconic rule, however, so I present it as an informal, non-normative appendix. I propose the following:
A position draft that attains general agreement may be submitted for ratification. Ratification is conducted as a binary poll (yes or no). Voters are eligibile who both assert membership in the group and receive the trust of their peers.
Draft eligibility
A position draft may be submitted for ratification during any period in which it exceeds a threshold level of agreement (50% of turnout), where the level is measured on each of a fraction of primary vote-servers in the mirroring network (half).
Ratification
Ratification of the draft is conducted as a binary poll (yes or no). Ratification succeeds if the yes votes outnumber the no votes.1 The votes are counted not less than two weeks, and not more than three weeks, after the draft is submitted for ratification. The ratification facility shall be designed and provided independently of any primary vote-server of the mirroring network, such that no endorsement of any primary provider is implied.2
Voter eligibility
For a vote to be counted, the voter must meet the eligibility criteria both when the draft is submitted and when the ratifying count is conducted. The eligibility criteria are a trust level of one and asserted membership in the division NYC/GA/ovn. It shall further be documented for the advice of trusters that true membership in this division depends on having peer-vouched contributions to the Open Voting Network within the period of the preceding year, and honesty in vouching for the contributions of others.3
