P2P Governance Introduction

The P2P Test polls demonstrate how Votorola and Pollwiki can facilitate extremely dis-intermediated governance for a group of peers.

Our goal here is to show how various aspects of Peer Governance can be implemented with 'always on' voting, and how traditional business rules like a quorum, super majority, or candidate elections can be implemented using this new system. It doesn't look the same, it doesn't act the same, and the results aren't the same either. This is a new type of polling, and a new way of using democratic process. This is a means for creating and managing P2P Protocol, as described on the P2P Foundation wiki.

P2P Network Polls

Our example polls care placed into hypothetical P2P Networks, as described on the P2P Foundation wiki. You can see a list of these networks on the P2P Network page. These networks are, in short, a group of peers who have gotten together for some common purpose and choose an equitable form of self-governance, and potentially engage or utilize common resources. Each network has it's own set of assumptions that allow us to explore how different policies and procedures can be handled using this software.

Additional polls will be made in various areas that are useful for examples as the situation arises.

Brief Overview of Votorola and Pollwiki

Votorola and Pollwiki are 2 applications. Votorola is a Java application. It holds information related to votes. Users place their votes on Votorola. Votorola also collects information from the Pollwiki, where you are reading this now, to decide who is allowed to vote in which polls.

If you are busy with writing things that other people will read, or reading things that other people will write then you spend most of your time in the Pollwiki. You spend a few minutes in Votorola looking at who is voting for what, and voting.

Pollwiki and Votorola are very flexible. For the P2P test polls, we are calling P2P the "Area," which, in territorial geographc voting might be a city, a state, or a country. You can visit the P2P Area at the page: P2P. Within the Area we have created a "Division Scheme" called "network." The division scheme is a container for our individual networks like the P2P Housing Commons. You can visit the network page at:P2P/network. The P2P Housing Commons page is at P2P/network/P2P Housing.

Additional "divisions," or "P2P Networks" will be added to the P2P/network as needed. You can add one yourself, if you like by copying this page and changing some of the information.

It is possible to provide a list of people who can vote in a network, and exclude everyone else. It is also possible to allow two networks with voter registration lists to join forces in a new network to vote on different polls together.

The Votorola system is in Alpha version right now. This means that things are not perfect, but that the core concept of the system can be demonstrated. Our immediate goals for the P2P side of the project are to show that Votorola facilitates a new mode of governance with important implications, and that the system warrants attention. By focusing on making the system more understandable and providing some examples, we hope to allow a large number of folks to see how the system works by experiencing it for themselves.
