[DS] **Developmental stages**. Recursive and non-recursive aspects of the public sphere (left and right) are sustained by circular relations (arrows). Principal circularities are numbered as developmental stages: (1) cross-formal reflection of the knowledge of building cross-formal reflectors; (2) self-determination of recursive publics who steer the reflectors that support them;¹ (3) public agreement on the myth that orients publics; and (4) self-determination of publics who steer their encompassing society.
