Raising the issue practice

Modelled after public communication, miniature of government. Elected executive appoints moderators. There are rules about how to accept issue, what their jobs are, ... Chairman to organize elections (of executive, chairman). Electorate is people participating in discussions (auhtors of messages on out-feed during last year). Needs constitution similar to a nation state.

In(put)feeds:
 * seperate in-feed for each discussion forum. 
 * we have to make sure that discussion lists are hooked in. e.g. hook in IRC.
 * has to be public, meaning everybody can publish (write)
 * submitters are able to add links like to a discussion medium. 
 * moderators are electable.

 * time-series of titles of things, titles of blogs,

Example: Reddit

User story 1:
User Tom is in web forum. Tom chants to mailing list in-feed. "We have a discussion over here in the forum.". Moderator Mike copies it over to trunk unless it is spam. Discussion among Mike and moderators for this infeed whether it is valid. Vote on post: +1 -1 and maybe reason.
After some timeout clerks move it to the out-feed.

Next steps:
- explain to e-dem peers
- improve society
- find issue, issue itself?
 * Self-determined publics themselves, in particular a general plan of the overall practice required to start one.  So the issue we talk about is the normalization of what we're actually doing (or trying to do) hands on.
