If you intend to modify Votorola, note that parts of it are bound by other licences. In those parts, the scope of the licence is either contained within that part (usually an individual file), or it is uncontained. Where the scope is contained, the terms of the licence apply only to that part; they affect no other part, nor do they affect Votorola as a whole. Contained scope is the most common case. For example, many project files have their own versions of the above licence that are identical except for the copyright owners and years. These file-specific licences serve for acknowledgement of contributions.

Where the scope of the other licence is uncontained (where it affects some other part, or affects Votorola as a whole), a copy of the licence is stored as a file under the directory _/licence/. See the instructions there, which document how each part of Votorola that depends on an uncontained licence must be linked to the correponding licence file.
