`test-logging` - Issue test messages to a runtime event logger

        test-logging <logger-name>

    - The `test-logging` command sends to the named logger a series of test messages,
      one for each of the standard logging levels predefined by Java.

    - The working directory must be the command directory.

    - Usually the `logger-name` argument will name the proper package of a software project,
      or possibly a subpackage of it.
        / The proper package of a project is the Java package that identifies it.
          E.g. use `Breccia.Web.imager` for the Breccia Web imager project.
